Roles and Responsibilities
1. Compliance of Policies, Guidelines and Manuals
Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual, Security Response Guide, Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy, Code of Conduct against Corruption etc.) and other specific policies applicable for the ENSSURE);
Adhere to the policies and rules of the Government of Nepal and Swiss Agency for Development and Cooperation that are related to programme;
Contribute to Conflict Sensitive Programme Management at all levels.
2. Support in Programme Planning, Implementation and Capacity Building (40%)
Support Technical Coordinator- TVET in order to
Orient Province Governments (PG)/ Local Governments (LGs) on Dual VET training approach and institutionalizing the approach;
Provide technical support to PG/ LGs to plan, procure, implement and monitoring training programs;
Establish the TVET systems especially in developing necessary manuals, guidelines, and tools for PG/ LGs;
Support PG/ LGs to implement directive / guidelines, manuals and IEC materials for apprenticeship, training with OJT and workers further training effectively;
Support LGs for planning implementing and assessing trainings targeted to different groups such as returnee migrants and socially discriminated group;
Support Technical Coordinators on organizing capacity building activities for personnel from partner companies, association/chambers, partner training providers, employers on Dual VET training system;
Ensure effective implementation of skill development program at assigned province;
Coordination with industry associations/chambers for the joint monitoring of training programmes;
Support TVET providers in establishing Job Placement and Counselling unit and to establish the linkages between community, industries, and the institutions for effective implementation of Dual-VET;
Ensure the quality of the project activities including skill development trainings and support to partner companies for assessing the Occupational Health and Safety;
Assist Technical Coordinators in designing, compiling and disseminating monthly, quarterly, half yearly and annual data reports and other adhoc reports;
Work closely with private sector industries and their associations in developing TVET and HR strategies/ planning by supporting them to establish TVET coordination unit for furhter training to their workers and human resource planning as per their production plan with the guidance from Technical Coordinator–TVET;
Coordinate with TVET Coordination Unit/ partner industries/ member companies for conducting the OHS compliance assessment;
Support to Technical Coordinator–TVET to provide capacity building services to the Province PIU, other TVET actors and TVET projects as needed;
Organize capacity building program for in-company trainers, instructors and facilitate for conduction of ToTs for instructors/ incompany trainers as required.
3. Coordination and Collaboration with stakeholders (35%)
Collaborate with technical coordinators and field monitors for ensuring the quality of the training;
Coordinate implementing partners, training providers and partner companies for the effective implementation of program activities and;
Coordinate and collaborate with all Swiss supported projects (like Safe Migration, NVQS) and other HELVETAS projects for synergy and cross learning at local level.
4. Documentation and Knowledge Management (25%)
Support to Technical Coordinators in analyzing and documenting the regular monitoring, achievements and outcomes such as case studies, success stories and challenges and prepare materials for publications for wider dissemination in a coordinated way.
5. Other specific responsibilities as assigned
Support Technical Coordinator- Career Guidance and Technical Coordinator - M&E during planning implementation as well as in monitoring if needed;
Perform other tasks as per the project’s requirement and as assigned by the Supervisor;
Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
A. Minimum Education Attainment: Bachelor's degree in Development Studies, Social Science, Business Management or in any relevant discipline.
B. Minimum Professional Experience:
At least 3 years of working experience in the field of TVET.
C. Minimum Professional and Social Competencies
Driving skill (two wheelers) with valid driving license is compulsory
Result oriented mentality
Responsiveness and alertness - a self-starter
Reliable, careful, honest and sincere work attitude
Good communication and interpersonal skill and good team player
Good in Nepali and English, both written and oral
Proficiency in using office application software; familiar with data collection, tabulation, analysis and reporting
Ready to travel in the field very frequently outside the duty station; both in terai and hills (including remote areas)
Commitment towards issues related to gender, social equality and poverty reduction
