Job Description                                                                                                              

Programme:               Integrated Water Resources Management (IWRM) Programme

Job Title:                    Municipal WASH Officer

Location:                    Selected Municipality (with frequent field visits to scheme area in a cluster of municipalities)

Reports to:                 WASH Manager, IWRM Programme

Job purpose:            

Take the lead role in the implementation of program activities at the Municipality level for effective delivery and achievement of its outputs.

Ensure smooth implementation of programme activities at the municipality level.

Provide technical backstopping support to partner NGO staff and motivate and guide them in getting the IWRM norms and standards.

Monitor the different construction activities and ensure quality & timely completion implementation of planned activities.                                          

Duties and Responsibilities

Implementation of Policies, Guidelines and Manuals

Adhere to relevant policies, procedures, regulations and guidelines of Helvetas Nepal (Personnel, Financial, Administrative policy manual, Security Response Guide, Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy, Code of Conduct Against Corruption etc.) and other specific policies applicable for the IWRM Programme.

Planning, Implementation & Monitoring

Take a lead role in planning the implementation of programme activities in the assigned municipality.

Support municipalities in Water Use Master Plan (WUMP)/WASH plan preparation and its implementation. 

Facilitate and involve in feasibility, detailed survey and design and cost estimate of water schemes.

Provide technical backstopping and coach partner staff during design and estimate, implementation and post-construction phases.

Check the design and estimate report of water and sanitation schemes, MUS schemes;

Make frequent visits to scheme sites for physical verification and assessment of the construction work and update Programme Management Unit (PMU) about the issues and progress.

Facilitate the fund transfer to the user committee and partner organization and monitor its proper utilization.

Facilitate various training and capacity building at the community and Palika level as per Activity Description Guidelines (ADG).

Plan and support the admin section in the delivery of construction materials to user committees.

Guide partner staff in preparing measurement books and final completion reports of completed schemes for subsidy payments and settlement.

Support post-construction monitoring of schemes and follow-up of old schemes using mobile-based applications like AKVO and KOVO.

Ensure regular updates and reporting on technical matters and others as required; Maintain information/data system to update scheme management system and other data.

Coordination and Networking

Maintain and establish a cordial working relationship with working municipalities in respective districts and other stakeholders and ensure co-financing from municipalities for scheme implementation.

Support local partner organizations and municipalities in planning & budgeting.

Co-ordinate with local implementing partner, municipality and water user committees the smooth implementation of the programmes in respective working Palikas.

Assist in creating a cordial environment for good teamwork within the programme.

Assist to coordinate and network with both the government and non-governmental organizations and other stakeholders for the preparation and effective implementation of WUMP/WASH plan.

Coordinate with all Helvetas Nepal in-house programmes to achieve better complementarity and synergy.

Other specific responsibilities as assigned

Professionally discharge assignments/ tasks dispensed by Team Leader/WASH Manager.

Be proactive in bringing innovations and taking new initiatives into the program.

Additional Information

Education & Experience

Bachelor’s degree in civil engineering with a minimum of three years of working experience in the Water Sanitation and Hygiene (WASH) sector or irrigation sector. Preference will be given to candidates with experience in WASH.

Competencies:

Sound knowledge and skill in conducting feasibility and detail survey, preparing design/estimate of WASH/irrigation schemes

Demonstrated field experience in the implementation of WASH/ irrigation schemes

Knowledge in monitoring, preparing the bill of quantity and completion reports of rural infrastructure activities

Sound skills for training and capacity-building activities

Good understanding of computer-based design and estimate packages and good skills in other computer and IT applications

Experience in working with local partners and government will be an advantage

Willingness to stay and work based at municipal unit office and willingness to travel to scheme site frequently

Good communication, presentation, and facilitation skills; teamwork skills, yet can work independently and take initiative

Creative and flexible, and willing to work under difficult field conditions as needed

Fluency in written and spoken English and Nepali
