Job Title:  Finance Officer

Project: Technical Assistance (TA) to Rural Enterprises and Remittances Project (RERP) - SAMRIDDHI

Location: Project Management Office (PMO), SAMRIDDHI, Tarahara, Sunsari

Line Manager:   Finance and Administrative Manager, SAMRIDDHI

Job purpose:

• Support in proper implementation of financial management system of SAMRIDDHI/ Helvetas as per Helvetas Nepal policy manuals;

•  Support to verification of claims from Training & Employment Service Providers (T&Es) and provide recommendations for payment to SAMRIDDHI project;

Duties and Responsibilities

1. Implementation of Policies, Guidelines and Manuals

•  Adhere relevant policies, rules, regulations and guidelines of HELVETAS Nepal (Personnel, Financial, Administrative policies, Security Response Guide, Gender Equality and Social Inclusion Guide, Sexual Harassment & Mobbing Policy, Code of Conduct Against Corruption, Conflict Sensitive Programme Management, Basic Operating Guideline etc.).

2. Financial Management

•  Follow up regularly with T&Es for timely submission of claims, review claims and provide feedback and follow up for submission of proper and sufficient supporting document in close coordination with concerned Cluster Monitoring Officers and Program Officer;

•  Review the financial claims of T&Es, check and verify data with project database and examine the sufficiency of supporting document as per the contract;

•  Draft payment recommendation letters with support document and update the payment recommendation details in excel sheet for overhead claim;

•  Actively participate in various orientation, review and reflection meetings/workshops with T&Es and other relevant stakeholders;

•  Follow up with Local Government for disbursement of committed contribution to T&Es;

•  Assist PMO in providing statement of expenditure and other certified documentation of financial contribution made by Local Government;

•  Assist in preparing statement of expenditure (SOE) claim and periodic financial statements under sub-component 1.3 - Decent Jobs;

•  Support to prepare various budget and contract agreements for partner organizations, consultants, vendors, suppliers as and when required.

3. Other specific responsibilities as assigned

•  Other task as and when necessary and as requested by the supervisor.

Required Education, Experience, Skills and Competencies

1. Minimum Education Attainment: Minimum of Bachelor’s degree in Business Administration or Management or Commerce.

2. Minimum Professional Experience: Minimum 3 years of work experience in similar field. Experience working with the private sector and outcome-based financing will be an added advantage.

3. Minimum Professional and Social Competencies

•  Experience managing finance and accounting preferably in I/NGO

•  Good understanding of the generally accepted accounting principles and national accounting standards

•  Good understanding of VAT/ Tax rules and regulations

•  Good time management and task prioritization skills

•  Commitment towards gender equality, social inclusion and poverty reduction

•  Result-oriented personality/ meeting deadlines

•  Excellent interpersonal, intercultural competencies and team player

•  Ability to work under pressure and deal with multiple requests

•  Proficiency in using office application software, especially good working knowledge of MS-Excel
