Job Description

Programme :Integrated Water Resources Management (IWRM)

Job Title      :Monitoring, Compliance and Knowledge Management Specialist

Location      :Programme Management Unit, Birendranagar Surkhet (with frequent field visits)

Reports to   :Governance and Knowledge Manager, IWRM Programme

 

Job purpose:            

Design and implement Monitoring, Evaluation and Learning (MEL) and knowledge management frameworks to operationalize Integrated Water Resources Management Programme;

Establish planning and monitoring systems for timely achieving the set outputs and outcomes of the programme;

Prepare quarterly, semi-annual and annual reports, monitoring,  evaluation and results reports  and other documents for Helvetas head office, donors and other relevant stakeholders;

Strengthen compliance of the programme’s operating procedures, organization policies, and applicable regulations; and support the grievance handling system in the programme.

Role and Responsibilities

Compliance with policies, rules/regulations, and guidelines

Adhere to relevant policies, procedures, regulations, and guidelines of HELVETAS Nepal (Personnel, Financial, Administrative policy manual, Security Response Guide, Gender Equality and Social Inclusion Guide; Sexual Harassment and Mobbing Policy, Code of Conduct Against Corruption, etc.) and other specific policies applicable for the HELVETAS Nepal.

Planning, Monitoring and Compliance

Take a lead role in designing a robust MEL system to ensure the efficient and effective performance of the programme outcomes and outputs;

Prepare a yearly plan of operation and facilitate quarterly, semiannual, and annual review meetings to monitor the progress;

Conduct baseline survey, end-line survey and other relevant surveys as per the need of the programme and train partner NGOs on data collection;

Navigate the team with the logical framework of the program that includes needed indicators, their measurement, and data collection methods in close consideration of each project's output;

Establish data collection tools and methods; maintain a functional database system for the programme, and ensure all information related to the programme is maintained properly;

Develop a monitoring plan and tools and ensure its effective implementation
by programme team, partner NGOs, and collaborators;

Backstop the partner NGOs and monitor their activities, progress, and results for effective implementation of the programme yearly plan of operation.

Contribute to effective compliance controls system within the programme;

Monitor compliance of policies, standard guidelines or procedures of the programme;

Conduct routine checks to identify potential weaknesses and noncompliance scenarios among our local partners

Collaborate with the programme team and partner NGOs and capacitate concerned team members to promote a culture of compliance and continuous improvement.

Knowledge Management

Establish an effective knowledge management system for the programme;

Identify and prepare appropriate knowledge products e.g. snippets, leaflets, articles, and blogs, utilizing both print and non-print media (including web page);

Contribute to knowledge-sharing platforms such as Pamoja, and KM for organizational learning;

Identify appropriate ways and means to disseminate the knowledge products;

Assist the Governance and Knowledge Manager in producing quality reports
(semi-annual, annual etc), preparing phase documents and organizing phase evaluations;

Analyzes and engage in knowledge generation and consolidation of programme key approaches, methods, and learning;

Document programme experiences, best practices, case stories, success stories, challenges, and lessons learned; prepare materials for publications and advocacy;

Ensure related partners, collaborators, and authorities document their lessons learned for policy recommendation;

Explore the space of collaboration and complementarity with relevant agencies for knowledge sharing of the programme.

Other specific responsibilities as assigned

Professionally discharge assignments/tasks dispensed by Line Manager or Team Leader;

Be proactive in bringing innovations and taking new initiatives into the programme;

Support grievance handling focal person for addressing grievances from stakeholders and managing investigations.

Additional Information

Required Education, Experience and Competencies

Education and Experience

Master’s degree in social sciences, statistics, management, law, engineering, or any other relevant subject.

A minimum of five years of working experience in development projects with three years of experience in planning, monitoring, and knowledge management.

Expertise and experience in compliance monitoring will be an advantage. Commitment towards gender equality, social inclusion, and poverty reduction.

Competencies

Demonstrated skill in planning, monitoring, reporting, and documentation

Sound understanding of monitoring and knowledge management tools/ and data analysis techniques

Good knowledge of result-based monitoring or logical framework

Fluency in both Nepali and English (written and spoken)

Good communication, documentation, and writing skills

Team player and result-oriented

Strategic thinking and analytical skills; demonstrated ability to coach team members

Excellent interpersonal skills and flexibility; creatively to work independently and across teams

Proven record of commitment, loyalty, and integrity to the organization

Proficiency in MS Office
