Job Title: Deputy Team Leader /Planning, Monitoring and Results Measurement Specialist
Project: Enhanced Skills for Sustainable and Rewarding Employment (ENSSURE)- II
Location: ENSSURE Project Support Unit (PSU) in CTEVT Bhaktapur with frequent travel to the project sites
Reporting to: Team Leader, ENSSURE
Job purpose: This position is responsible to:
The Deputy Team Leader will support Team Leader (TL) to provide strategic direction to ENSSURE project team to accomplish objectives and targets as stipulated in the project document. S/he will support Team leader in effective human resource management, efficient program, finance, and administration management of ENSSURE Project. Besides, S/he will lead the planning, monitoring and results measurements portfolio in the project.
Roles and Responsibilities
Compliance to policies, rules/regulations, and guidelines
Compliance with the GoN and SDC policies and approaches as relevant and required.
Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for ENSSURE
Program Management
Work closely with the TL to ensure effective program management to achieve expected outcomes and outputs as stipulated in the project document/s and provide strategic direction to the team.
Together with the TL, ensure Yearly Plan of Operation (YPO) and other planning activities, their implementation, monitoring, reflection, documentation, and reporting.
Support TL for the effective human resource management, efficient program’s finance and administration management and partner management of the program.
Analyse all relevant international/national policies and strategies relevant to TVET, and feed these into the program planning, implementation, monitoring, and reporting.
Coach province team to implement the program’s activities in the federal state building context and provide technical support for the expansion and quality functioning of ENSSURE project.
Provide strategic direction and inputs in carrying out relevant research and studies and prepare an action to support in the implementation of the recommendations of such studies.
Planning, result measurement & reporting
Assist Team Leader to prepare overall plan of ENSSURE- II by assigning annual targets and budget for whole phase and check the progress periodically.
Support province team, PGs, and LGs in preparing the annual plan and support CTEVT to upload the annual budget into LMBIS in each year.
Support PGs and LGs to develop their annual expenditure plan (project specific) and provide backstopping support to execute the plan including capacity building of Province and local governents in training procuremnt
Compile the physical and financial progress report of LGs and PGs and assess the progress on quarterly basis.
Analyze the project results that includes the Outcome Monitoring Summery (OMS) and share with the team to improve it further
Compile the Bi- annul and annual progress report and support Team Leader to finalise the reports
Ensure that project database is up to date and produce quality data for management decision, reporting and developing knowledge products
Ensure data quality assurance and reporting of results in line with SDC and Helvetas guidelines.
Design and oversaw tracer studies to evaluate the effectiveness training program and use the findings of the studies for improving the training programs and policy influencing,
Support in policies and strategies development.
Support PGs and LGs to develop training monitoring stragegy and develop effective training monitoring tools including user friendly web-based M & E system.
Suppot PGs and LGs to develop and endorse TVET related strategies/policies/guideline, ensure reflection of TVET in their periodic plan and budget allocation in thier annual plan
Support in forging inter government collaboration (vertical and horizontal) for effective implementation of ENSSURE project and delivery of TVET funcation.
Administration and Financial Management
Contribute to developing Yearly Plan of Operation (YPOs), ensure annual program budgets, timely/periodic review, analyse and accommodate necessary revisions.
Prepare Terms of Reference (ToR) and contribute to hiring consultants and preparing bid documents for nation and international bid invitation for the services required for the implementation of ENSSURE project
Provide support for the procurement of service providers at local and national levels as required.
Work closely with the TL to monitor overall program expenditures and take necessary action to ensure that expenses stay timely and within acceptable limits.
Ensure quality and effectiveness of internal and external audits and the recommendations are implemented.
Human Resource Management
Line management of Knowledge Management Specialist and Data base Officer
Matrix management of Technical Co-ordinator - M & E in all Provinces
Ensure fair, friendly, inclusive, and equitable working environment in ENSSURE project in general.
Ensure for the timely and effective performance management system within the team creating a culture of timely sharing and constructive feedback.
Technical backstopping, coaching and guidance support to M &E Coordinators and Field Monitors
Other Specific Responsibilities
Deputise Team Leader as and when required.
Professionally discharge other tasks requested by the Team Leader;
Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
Job Requirements
Minimum Education Attainment: Master’s Degree in Public Administration, Sociology, Population studies, Development Studies or in a relevant field.
Minimum Professional Experience: Minimum 7 years of experience working in planning/ monitoring, and results measurement with at least 3 years of experience in managing program human resources, finance, administration, and partners. S/he should also have at least 3 years of experience in supporting federal /province/local governments in their planning and policy formulation. Prior experience in Technical Education and Vocational Training (TVET) will be an added advantage.
Required Competencies:
Good understanding on governance system, particularly on the federal context of Nepal
Good understanding of government planning process
Good experience on program cycle management, including people, budget and partner management.
Sound understanding of approaches and methodologies in monitoring and evaluation.
Excellent analytical and writing skills
Experience in working with government agencies, donors, and networks of development agencies.
Strong competence in providing technical advisory services to the government and other stakeholders.
Strong networking skills, ability to link various actors and institutions
Strong motivator, a team player, and a coach
Ability to undertake research studies, train, and coach others.

Fluency in Nepali and English, both written and oral
IT: Proficiency in using office application software; ability to produce, understand and analyse standard database reports; and efficiency in using communication applications.
