Project: Local Capacity for Climate Change Adaptation (क्षमता)
Reporting to: Country Director
Job purpose:
Leading and ensuring efficient and effective planning, implementation, monitoring and reporting of the project activities as well as management of the project resources
Thematically contributing Helvetas’s climate action and improving its visibility in the sector
Roles and Responsibilities
Compliance to Policies, Rules/Regulations and Guidelines
Adhere to policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for the project;
Ensure Constitution/Conflict Sensitive Programme Management at all levels;
Update Human Resource Information of the project in the Human Resource Information System (HRIS).
Thematic lead (20%)
Thematically lead the climate change portfolio of Helvetas Nepal;
Elaborate the Project Document (ProDoc) based on the Concept Notes in Coordination with the Helvetas Country Office;
Provide thematic support to Helvetas implemented projects in mainstreaming climate change and capitalize the good practices within them;
Technically monitor and review the deliverables of local adaptation planners and technical experts mobilized by the project to ensure the quality
Design and develop technical solutions/adaptation measures if necessary;
Collect and compile good practices of the community, and local governments in relation to climate change, its impacts and adaptation measures;
Facilitate and support researcher and climate change students in the project intervention area for research and learning visits.
Project Management and Administration (40%)
Assume responsibility of overall project management to achieve desired outcomes and outputs as stipulated in the ProDoc;
Prepare a detailed Yearly Plan of Operation and annual budget according to the ProDoc, get them approved by the Country Director;
Provide technical and administrative guidance to project staff to deliver project outcomes and outputs as stipulated in the project document;
Identify appropriate third parties/external consultants/experts and enter into an agreement with them to implement required project activities;
Manage, monitor and document performance of third parties/external consultants/experts;
Ensure effective and efficient utilization of project resources (i.e budget, human resources and office assets) through monitoring and tracking expenditures against the project plan;
Conduct quarterly reviews of the project, manage risks and challenges, recommend major changes if any and update status to the line manager and concerned authorities;
Identify project risks, prepare mitigation measures and communicate with Helvetas management;
Provide project finance and HR related information as sought by the Country Office;
Conduct performance appraisal and support capacity development of project staff /partner as necessary;
Communicate with the Country Office in case of any action needed based on the performance of the project staff or partners.
Monitoring and Evaluation (15%)
Develop monitoring plan for the project in coordination with M&E Focal Person in Helvetas Country Office and implement it together with the project staff;
Develop the monitoring system/database in coordination with KM and IT Coordinator in Helvetas Country. Ensure that the database is filled timely and accurately with project information;
Organize joint monitoring visits with the municipal representatives and the country office;
Facilitate internal/external evaluation as per project requirements.
Reporting and Knowledge Management (15%)
Develop high-quality periodic reports as per the requirement of Helvetas and submit them on time;
Support to develop training courses, guidelines, manuals and other IEC materials for the project;
Collect relevant information that will be useful for improving Helvetas and project profiles;
Communicate Helvetas’s good practices and lessons to relevant external audiences;
Contribute in developing research papers and publishing in national/regional/international journals.
Coordination and Networking (10%)
Manage relationships and engagement with municipalities and other like-minded organizations;
Maintain close coordination and contact with Helvetas Country Office and Helvetas’s projects in Kosh.
Others
Familiarize with Helvetas Nepal’s country strategy, policies, technical programmes and project;
Carry out duties as requested by the line manager and Helvetas Nepal’s management.
C. Required Education, Experience and Competencies:
1. Education & Experience
Master’s degree in environmental science/engineering, Climate change, or any other relevant field.
At least 3 years of working experience in climate change adaptation and/or environmental management. Work experience at the local level is an asset.
2. Skills and Competencies
Proven skill in climate change adaptation plan and implementation of adaptation measures, nature-based solutions
Knowledge of local governance processes and climate change policies
Ability to develop and maintain contacts with government agencies including the municipalities, development organizations and CSOs.
Excellent communication, presentation and interpersonal skills
Experience in organizing events, consultation and training
Advance skill in using the computer and IT and good experiences in using digital platforms
Fluency in written and spoken English and Nepali is required. Knowledge of other local languages is an advantage.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
Commitment towards gender equality, social inclusion and poverty reduction
Willingness to work in remote areas and travel to field frequently
