Job Description

Job Purpose:

The primary purpose of this position is to work closely with MOLESS to support policy, guidelines and procedures that enhance efficient and effective reintegration service delivery in reintegration of returnee migrants. The role aims to strengthen the Employment Service Center (ESC) to ensure its full function and provide holistic and quality services on labour, employment, migration and reintegration. Additionally, it involves contributing to the promotion of productive domestic and foreign employment opportunities while fostering synergies with relevant development partners.

Roles and Responsibilities

Specific roles and responsibilities of this position include, but are not limited to the following:  

1. Coordination, Collaboration and Networking for integrated labour, employment,  reintegration services

  • Support MoLESS to organise the thematic committee meeting on labour and employment and follow up the decisions of the committee[1] and ensure that the migration, reintegration and employment related agenda are discussed in the meeting.
  • Enhance inter-ministry coordination and coordinate with government and stakeholders at all levels to strengthen policies, procedures, and guidelines.
  • Effective coordination and facilitation among various departments, projects (ReMi, SaMi, ILO-SESC, K-HaMi), and development partners (SDC, World Bank, ILO, FCDO, KOICA, JICA) within MoLESS, as well as across provincial and local governments and local-level associations.
  • Enhance program complementarity and strategic coherence with all relevant projects through aligned government strategies, policies, guidelines, communication on labour migration and reintegration services.
  • Facilitate aligned support from relevant projects and development partners to MoLESS and the ESC to improve governance, operations, and financing frameworks of the ESC.
  • Engage with and support the Foreign Employment Board, Department of Foreign Employment, and others to support in planning, monitoring and implementation of the reintegration programs and ensure that ReMi interventions are aligned and coordinated with other reintegration related programs and projects.  
  • Coordinate with all levels of government to establish one door ESC.

2. Technical assistance and facilitation for reintegration of returnee migrants related policy

  • Review any available research, labour market analyses, the employment services assessments, etc to inform and facilitate policy and programmatic discussion within the Ministry, projects and with development partners.

  • Draw learning and experiences of ReMi program and support MoLESS to incorporate the learning in reintegration related policies, guidelines and programs.

  • Be updated on various inter-governmental regional consultative processes and inform/sensitize senior government officials about the importance of and engagement in such platforms.

3. Enhance Institutional and Operational Mechanism to Strengthen ESCs

  • Support MoLESS for coordination and consultation with different divisions, sections and institutions providing reintegration service to review the service packages of ESCs and support to enhance and clarify the role and responsibilities of ESCs.
  • Support MOLESS to develop and implement capacity building strategy for updated labour, employment, migration and reintegration services provided through the ESC including scope of work, resources (human, technical and financial) required, implementation of standard operating procedures, and monitoring and quality assurance frameworks.
  • Support MOLESS in developing and implementing the digitalisation plan related to labour, employment, migration and reintegration.
  • Identify opportunities for systematic engagement with private sector, the formalization of linkages and referrals with relevant public and private services, and the employers’ associations, cooperatives, and other relevant member-based organizations.

4. Technical assistance and coordination support for ReMi Project

  • Work as a facilitator between ReMi project and the MoLESS in coordination with Deputy Team Leader and other ReMi team members.
  • Facilitate communication and collaboration between ReMi PSU team and concerned Ministries/Departments at federal level as required.
  • Facilitate and support MoLESS on planning and budgeting in relation to reintegration of returnee migrant workers.
  • Support to enter the budget in public budget and planning information management systems such as LMBIS, PLMBIS and SUTRA.
  • Support the ReMi team by providing policy-related information, facilitation, and timely updates on policy changes and processes at MoLESS and other relevant ministries concerning labor, employment, migration, and reintegration.
  • Support to organize steering/advisory committee meetings and other meetings with MoLESS.
  • Coordinate closely with Deputy Team Leader, Finance and Admin Manager and Knowledge Management & Digitalization Specialist to ensure timely budgeting/planning and reporting of ReMi particularly to the government system (MoLESS).

5. Compliance to policies, rules/regulations, and guidelines

  • Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for ReMi.
  • Ensure Conflict Sensitive Program Management at all levels.
  • Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.

6.  Other Specific Responsibilities

  • Professionally discharge other mutually agreed tasks assigned by the ReMi Team Leader.

Job Requirements

  • Minimum Education Attainment: Master’s degree in Social Sciences, Economics, Development Cooperation or in any relevant discipline.
  • Minimum Professional Experience: Minimum 5 years of working experience in a project/ programme with at least 3 years dedicated experience in employment services or governance. Having experience in labour migration and private sector engagement projects is an added value. Commitment towards gender equality, social inclusion and poverty reduction; and sensitivity towards migrant workers and their families.

Required Competencies:

  • Experience of working closely with three levels of government in a federalized context including providing technical assistance.
  • Experience working in a complex multi-stakeholder project with public institution and systems building objectives.
  • Thematic experiences on migration, reintegration and social protection are an added value.
  • Experience on project cycle management, including outcome/results-based project implementation, monitoring and reporting.
  • Strong social skills for collaboration with wide variety of stakeholders including three levels of government agencies, national and international development partners, private sector and civil society.
  • Strong understanding on governance system, particularly on the federal context of Nepal.
  • Strong networking skills, ability to link various actors and institutions.
  • Strong communication, negotiation and facilitating skills.
  • Excellent analytical, conceptual and programmatic competencies.
  • Excellent reporting and writing skills.
  • Strong motivator, a team player, mentor and a coach.
  • Commitment towards gender equality, social inclusion, and poverty reduction.
  • Fluency in English and Nepali, both written and orally is essential.
  • Knowledge on digitalization will be an added value.
  • IT: Proficiency in using office application software.

 

Additional Information

Duration: Till 15th July 2026 (with possibility of extension).
