Job Description

Requires extensive field visit (more than 80% of working time in the project field visits)

Reporting to:              Regional Coordinator, ENSSURE

Job purpose:             Monitoring Officer is responsible to carry out field monitoring at pre, during and post training stages of training and employment activities implemented by the partners. Monitoring Officer will be involved intensively on employment and income verification of training and employment in assigned location.

 

Roles and responsibilities

1    Compliance of Policies, Guidelines and Manuals:  Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for the HELVETAS Swiss Intercooperation Nepal

·         Adhere to the policies and rules of the Government of Nepal and Swiss Agency for Development and Cooperation (SDC) that are related to programme

·         Contribute to Conflict Sensitive Programme Management at all levels

·         Support to implement different development approaches: good governance, equity and social inclusion and Corporate Social Responsibility, conflict sensitivity and peace promotion.

2.   Monitoring and Reporting (40)

 

§   Support Regional Coordinator on planning the overall monitoring activities.

§   Take lead role on monitoring pre, during and post training stages of training and employment program implemented by T&Es in assigned location.

§   Take lead role on institutional training and On-the-Job Training (OJT).

§   Develop periodic field monitoring plan jointly with Project Implementation Unit (PIU).

§   Organize monitoring activities in Joint Monitoring Team (JMT) under EVENT Project. 

§   Contribute to operationalize the database system of the project, support to the T&Es to adopt the database system.

§   Carry out periodic review meetings with T&E service providers of the assigned region.

§   Support T&E service providers at major milestones of training & employment chain activities via. Training announcement, trainee selection, assuring quality training delivery, skill testing and employment placement plan and recording and reporting the progress.

 

3.    Networking and Coordination (20)

§   Guiding, supervising and coordinating the T&E service providers and Field Officers.

§   Take lead role in coordinating T&E service providers, Field Officers and Joint Monitoring Team Members in the assigned Districts.

§   Closely coordinate with T&E service providers and JMT members to accomplish the Employment and Income Verification within the stipulated time.

§   Take part in coordinating with NSTB in conducting skill test.

§   Take lead role in coordinating and drawing lessons from the activities of T&E providers.

4.    Capacity Building (20)

§   Capacitate T&E service providers on preparing activity, outputs and outcome reports as per the contractual obligation with the Project.

§   Capacitate the partners of the assigned project location to ensure the operationalization of efficient and effective monitoring system.

§   Build capacity of partner companies, association/chambers, partner training providers on monitoring and evaluation system of ENSSURE.

§   Contribute in updating the monitoring and reporting tools and formats for proper management of information systems at area and central levels

5.    Documentation and Knowledge Management (15)

§   Support in proper analysis and documentation of regular monitoring, achievements and outcomes in reference to the project document. 

§   Support in documentation of learning from the results– document the project learning such as case studies, success stories and challenges; prepare materials for publications and wider dissemination in a coordinated way.

6.    Other specific responsibilities as assigned (5)

§   Professionally handle the assignments/ tasks dispensed by the Regional Coordinator

§   Be proactive in bringing innovations and take new initiatives in the program and partners

§   Other activities as assigned by the Regional Coordinator

Required Skills and Competencies

Job Requirements

A. Minimum Education Attainment: Bachelor’s degree in social science or in relevant field

B. Minimum Professional Experience: Minimum three years’ of working experience in the field of project implementation and two years’ of experience in the field of monitoring.

C. Minimum Professional and Social Competencies:

§   Driving skill with valid driving license is compulsory

§   High level of integrity and professional code of ethics.

§   Working experience in the development field and in program monitoring

§   Practical experience of capacity building of partners and in training facilitation

§   Good on data collection, tabulation and analysis

§   Good understanding of Technical Education and Vocational Training sector of Nepal

§   Ready to go in the field frequently in remote areas

§   Result oriented personality/ maintaining deadlines

§   Excellent interpersonal, cross-cultural competencies and good team player

§   Fluency in Nepali and English, both written and oral

§   Proficiency in using office application software; familiar with data collection, tabulation, analysis and reporting and efficiency in using communication applications.
