Job Description

Reporting to:    Skills Development Coordinator, Safer Migration Project

Job purpose: This position is responsible to ensure effective implementation of vocational skills trainings for potential migrants and support to establish skilling migrants’ mechanism in government system.

Duties and responsibilities

1. Compliance to policies, rules/regulation and guidelines

- Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment and Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for the SaMi;

-Ensure Conflict Sensitive Programme Management at all levels;

-Compliance with the GoN and SDC policies and approaches as relevant and required.

2. Planning, management and strategic assistance to implement vocational skills training component at FEB

- Support Skill Development Coordinator to institutionalize a sustainable and efficient mechanism for skills training program for foreign employment;

- Work closely with designated person in FEB to ensure effective implementation of the vocational skill training according to the agreed roadmap;

- Develop strategies for public awareness on the importance of skills training for migrants and design necessary information package;

- Facilitate the training content/module development process for identified potential trades;

- Support in institutionalizing an effective monitoring mechanism for FEB's regular skills training program;

- Support in establishing a follow-up and tracer studies practice.

3. Training management and quality assurance

- Ensure that the process and mechanism set in the operational guidelines are properly followed while implementing and monitoring the vocational skills trainings;

- Coordinate with the monitoring officer of State 2 to support the skills training mechanism at state and at local level;

- Coordinate with other skills monitoring officers based in FEB to standardize the training and post training follow-up mechanism;

- Work closely with Training Management Institutes (TMIs) in monitoring and quality assurance of vocational skills trainings;

- Work together with Training Management Institutes, trainers, external experts for updating existing training curricula or developing curricula for new trades, in line with the competencies required in destination countries;

- Develop mechanism together with training management institutes to link the training graduates with recruiting agencies/employer and to monitor and income verification of the employed training graduates;

- Support partners in dissemination of relevant information on vocational skills training component in the districts;

- Support in drawing the lessons learnt from SaMi implemented model and FEB implemented skills training initiatives;

- Support to explore and pilot innovative approaches in skills training modality that is viable to the current foreign market;

- Collaborate with SaMi partners in all SaMi working districts and other projects like ENSSURE and Sambriddhi for possible exchange and synergies in skilling migrants’ initiatives.

4. Planning, Monitoring and Documentation

- Ensure quality and timely submission of reports by the TMIs and to incorporate the progress from the FEB;

- Prepare comprehensive reports for the skills training component including feedbacks and lesson learnt;

- Support M&E Officer and Information and Knowledge Management Officer in information and knowledge management of vocational skills training related initiatives.

5. Administration and financial management

-  Contribute in preparing annual budget mainly for skills part, review the budget expenditure and address the revisions timely

- Ensure partners are paid in time by verifying their claims and processing for payments.

Job Requirements

Minimum Education Attainment: Master’s Degree in Management, Humanities, Social Science or in any relevant field.

Minimum Professional Experience: Minimum 3 years of working experience in vocational skills training management or training delivery.

Experience and competencies:

- Good understanding of TVET sector of Nepal;

- Experience in developing training curricula, managing training for trainers and monitoring of private training providing institutions;

- Experience/knowledge working with private or public TVET related institutions;

- Result oriented personality/maintaining deadlines;

- Excellent interpersonal competencies and team player;

- Fluency in Nepali and English, both written and oral;

- IT: Proficiency in using office application software; ability to produce, understand and analyze standard database reports; and efficiency in using communication applications;

- Commitment towards gender equity, social inclusion and poverty reduction;

- Understanding of the foreign employment sector.

Additional Information

Duration: Till 15th September 2020 with possibility of extension.
