Project: Enhanced Skills for Sustainable and Rewarding Employment (ENSSURE)- II
Reporting to: Team Leader
Job purpose: This position is responsible to:
• Lead the province Project Support Unit and work closely with the Project Implementation Unit of the relevant Province Ministry;
• Provide technical assistance to Province Government (PG) and Local Governments (LGs) for the implementation of the project activities;
• Collaborate with PG, LGs, private sectors and their associations in respective provinces regarding the Dual VET;
• Facilitate to establish TVET coordination unit/skill development unit within industry associations as necessary;
• Be responsible for respective Province’s finance, administration and human resource management.
Roles and Responsibilities
1. Compliance to policies, rules/regulations, and guidelines
• Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies, Security Response Guide, Gender Equality and Social Inclusion Guide, Sexual Harassment and Mobbing Policy, Code of Conduct Against Corruption etc.) and other specific policies applicable for ENSSURE;
• Ensure Conflict Sensitive Programme Management at all levels;
• Ensure compliance of all the terms and conditions agreed between the Government of Nepal, Swiss Agency for Development and Cooperation (SDC) and HELVETAS Swiss Intercooperation Nepal.
2. Project Planning, Implementation, Monitoring, Reporting and Stakeholder management (40%)
• Lead the province Project Support Unit and work closely with the Project Implementation Unit of the relevant Provincial Ministry;
• Make sure the project planning, Yearly Plan of Operation (YPO) and periodic reports are timely submitted and meet the required quality;
• Measure the outcomes and outputs are achieved as envisioned by the project;
• Support Planning and results measurement Specialist to compile the annual budget to feed into Line Ministry Budget Informatoin System (LMBIS), and ensure that the project budgets (of LG, PGs) are reflected in the LMBIS;
• Work with province PIU and provide necessary technical assistance to the PIU as well as the assigned LGs;
• Ensure smooth operation of the project activities at the province by providing support to the team members and the partner stakeholders in regard to the project activities implementation;
• Safeguard that the good governance practices in planning, implementation and monitoring of project activities are in place at all level;
• Support in organizing joint monitoring (PG, LGs, private sector representatives, journalist, project steering committee members and other stakeholders);
• Maintain the quality of the project activities and results at province and LGs;
• Support LGs and PG to prepare vision, strategy and plan regarding implementaion of TVET program and career guidance interventions, and focus on system strengthening approach, allocate sufficient HR and other resources while doing so;
• Organize the quarterly, semi-annual and annual review and planning meetings,
• Organise capacity building activities such as TVET project cycle management, service procurement, TVET monitoring, career guidance, province level workshops, sharing forums, meetings and exchanges for the responsible personnel at LGs and PG;
• Organize timely monitoring of the project activities and ensure that the proper knowledge management has been carried;
• Support on periodic evaluation of project activities as mentioned in the project document;
• Represent the project in relevant forums at different levels;
• Support PIU in conducting timely steering committee meetings and documenting the minutes.
3. Coordination, Representation and Networking (20%)
• Support PIU in organizing Inter Provincial Coordination Committee and Project Steering Committee meetings and Intra-governmental meetings (between different units of government within a province);
• Liaise with Province level ministries and its departments and divisions to ensure their meaningful engagement for implementation of the project activities;
• Maintain good relationship with project team and related stakeholders for smooth implementation of the project at LGs and province level as per the need of the project;
• Advocate to province government to scale up the best practice and decentralization of TVET functions;
• Coordinate and collaborate with all Swiss supported projects (like Safer Migration, NVQS) and other HELVETAS projects for synergy and cross learning at province level;
• Coordination with Province Government and Local governments and private sectors, as necessary.
4. Administration and Financial Management (20%)
• Be responsible for respective Province’s finance and administration management as per GoN, HELVETAS Swiss Intercooperation Nepal’s and donor’s requirement;
• Prepare annual province budget, monitor budget utilization, take necessary actions and collaborate closely with the finance team;
• Comply with the reporting requirements to province government and ENSSURE PSU;
• Monitor project direct funding expenditures at province level and take necessary action to ensure that expenses stay within acceptable limits;
• Support for the quality and effectiveness of internal and external audits.
5. Human Resource management/development (20%)
• Manage human resource at the Province PSU with a fair, inclusive and equitable working environment;
• Actively observe and organize regular assessment of staff and partners' development needs, coach and capacitate them for the effective implementation of the project activities;
• Motivate team members and contribute to create a healthy working environment in the assigned province.
6. Other Specific Responsibilities as assigned
• Perform other tasks as per the project’s requirement and as assigned by the Team Leader;
• Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
A. Minimum Education Attainment: Master’s degree in development studies, social science, Business Management or in any relevant discipline.
B. Minimum Professional Experience: Minimum 7 years’ of working experience in project/programme implementation, 3 years of working experience in a TEVT sector with similar responsibilities with an experience managing finance, administration and human resources of the project. Working experience with industry associations/chambers will be an advantage.
C. Required Competencies:
